Gained wide reputation by prosecution and conviction of keepers of bucket shops, strict enforcement of excise laws. Brought charges of vice protection against the mayor and police commission and other officers of the city, resulting in resignations and in “recall” of the mayor and election of his successor.
This was the first “recall” invoked against such an officer in the United States. Prosecuted and convicted conspirators in Los Angeles Times dynamiting case.
