Tihon Pchelnikov was born on 18 August, 1902 in Voronezh, Russian Federation.
His interest in local history began in childhood, when Pchelnikov studied (since 1909) in the school of the village of Kon-Kolodez of the Zadonsk district of the Voronezh province. In 1920s he entered the historical department of the pedagogical faculty of the Voronezh State University.
Tihon Pchelnikov was elected (1929) to the Academic Council of the Museum of the Revolution (until 1941). He was a director of the Voronezh Regional Museum of Local Lore (1947-1949), director of the Voronezh Regional Children's Excursion and Tourist Station (1949-1966). After the Great Patriotic War, more than 50 materials were placed in the journal "Soviet Pedagogy", "Public Education" and other publications. One of the organizers of the school history movement in the Voronezh region. The compiler of guidelines and instructions for conducting study tours, expeditionary work.
