Timofei Vasilievich Ryndin was born on January 18, 1893 in Voronezh, Russian Federation in a family of prosperous peasants.
In 1910 Timofei Vasilievich graduated from high school in the city of Bobrov, studied at the Voronezh Agricultural Institute (now Voronezh State Agricultural University), Kharkov University and Voronezh State University. In 1937 he graduated from the Moscow Timiryazev Agricultural Academy.
Timofei Vasilievich took part in the establishment of Soviet power in the Valuy County, in 1917 he was elected secretary of the Valuy City Council of Workers' Deputies. In 1918 he was elected chairman of the Valuysky district executive committee of the Council of Workers and Peasants' Deputies.
Since August 1918 Timofei Vasilievich was member of the Voronezh Provincial Executive Committee of Workers and Peasants' Deputies, head of the Provincial Committee of the All-Union Communist Party (Bolsheviks), responsible worker of the Voronezh Provincial Department of Education.
In March - October 1919 Timofei Vasilievich was a chairman of the Voronezh Provincial Extraordinary Commission. Since 1919 he was at political work in the Red Army. In 1937, he was the rector of the Voronezh Agricultural Institute (now Voronezh State Agricultural University). Since 1938, professor at the Moscow Timiryazev Agricultural Academy.
