House-painter by trade. 1911 joined rcvol movement. After 1917 October Revol chairman, Moscow Province Soviet of Workers and Peasants’ Deputy.
1918, during Brest Peace Treaty controversy, sided with Leftist Communists. 1919-1920 chairman, Khar’kov Province Revol Committee. 1920-1921 chairman, Central Committee, Construction Workers' Union.
Deputy chairman, Supreme Economic Council. Then secretary, All-Russian Ccntr Executive Committee and chairman, Small Council of People's Commissar. 1930, during trade-union controversy, headed Democratic Centralist group.
1925-1927 member, New Opposition and leader of “The Fifteen” group. December 1927 expelled from Party but re-admitted after recanting his errors. October 1932 again expelled from Party and banished from Moscow.
Member, All-Russian Central Executive Committee. At 11th Russian Communist Party (Bolsheviks) Congress elected member, Central Committee. Member, Soviet deleg at Genoa Conference.
Later sentenced for alleged anti-Soviet activities.
