Mr. Hsu was born in Yihsien, Zhili, China, in 1891.

He graduated from Zhili Agricultural College and Chin Shan Agricultural College, Japan. Mr. Hsu obtained his Master of Arts degree from the University of Paris, France.
Mr. Hsu served as a professor of National Peking University. He was an assistant director of Peking Agricultural College. Hsu Ting-hu held the position of a principal of Charhar Industrial School. Later he acted as a dean and acting principal of agriculture department of Hebei University, Baoding, director of the department of forestry, Ministry of Agriculture and Mining. Mr. Hsu also was a chief of Shanghai bureau of inspection and testing of agricultural products. Hsu Ting-hu became a director of department of forestry of the Ministry of Agriculture and Mining in 1930. Then he served as a director of the department of agriculture of the Ministry of Industry.
