Education
Tokuji Torai graduated from National Language School at Formosa and went into the service of the governor-general of Korea.
Career
Tokuji Torai was sent to South China on a special mission (1901). Several years later, favored by Shimpei Goto he was commissioned to compile a guide book on China in the English language. Titled the "Official Guide to Eastern Asia". This work took him eight years to complete, after much painstaking research (1915). It appears that Shimpei Goto had promised to get this guide compiled at the request of Kaiser Wilhelm of Germany.
