Torasaburo Shintani served with various sections of Communications Ministry and later became director of Marine Transportation Department of Transportation and Communications Ministry; resigned (1944).
He served as vice-director (1945) and president of Communications Bureau.
He was elected twice to House of Councilors (since 1947) and became member of Party Affairs Committee and director of Information & Publicity Department of Ryokufukai Party.
