Toru Takao was born in 1876 in Tokyo. Original family name: Kondo.
After finishing at an English language school went to Pekmg and learnt Chinese (1895).
He entered the Ministry of Foreign Affairs as an interpreter (1899), and shortly after was sent as third secretary to Japanese Legation in Peking. Later he was a Consul in Nanking (1916), Consul-General in Chengte (1918), delegate to Washington Conference, Consul-General at Hankow and secretary to Foreign Minister Hikokichi Ijuiin.
After resigning from government service became director of Oryokko (Yalu River) Lumber Company (1929).
