Toshihiko was born in Niigata Prefecture, the eldest son of Sentaro Kawakami.

After graduating from Tokyo Foreign Language School in Russian (1884), Toshihiko Kawakami joined the Foreign Ministry and was appointed Consul-General at Harbin and later at Moscow.
Toshihiko Kawakami was Minister to Poland (1924) and later a director of South Manchurian Railway and liaison officer with Russia. When the North Saghalien Mining Company was formed he became its first president (1926). Later was president of Nichiro Fisheries Corporation (a joint Russo-Japanese venture), and helped conclude an agreement with Russia, after which he retired.
