Toshio Tsukahara was born on October 2, 1910 in Hitachiota, Ibaraki, Japanas. He was the second son of educator Tsukahara Sueyoshi.
Toshio Tsukahara finished Mito Daiichi High School, and graduated from Department of Sociology of Tokyo Imperial University Faculty of Literature in 1935.
In 1935, Tsukahara became a reporter for Domei News Agency, then chief of Information Bureau, and subsequently private secretary of Kineshichi Masuda, the then Minister of Construction.
Entering politics, was elected to House of Representatives four times. Was vice-minister for a while of Ministry of Construction. As chairman of Special Administration Investigation Committee, he exposed a scandal in the 19th Session of the Diet.
