Toshio Yoshioka became a diplomatic student secretary of Ministry of Foreign Affairs, assigned to Britain and then assistant diplomatic officer in Britain (1948), in Geneva (1939), and Portugal (1942). Appointed Third Secretary of the Japanese Legation in Portugal (1942), Third Secretary of the Japanese Embassy in Germany (1944).
Following the end of the war, worked in several offices of the Foreign Ministry as liaison official. Appointed chief of the Fourth Election of the Research Bureau (1950), chief of the Repatriation Section of the Supervision Bureau, chief of the Second Section of the Pubic information and Cultural Affairs Bureau.
