Toyokichi Takamatsu was born in 1852 in Tokyo, Japan. He was the second son of Kihe Takamatsu, a headman of his ward.

Toyokichi Takamatsu graduated from Tokyo University (1878) and proceeded to Europe for further studies.
Career
Toyokichi Takamatsu rejoined his alma mater as professor (1884) then resigned to become director of Tokyo Gas Company (1903), which he left, however, to rejoin his alma mater as professor.
