After his return to China, Mr. Chow served as professor in the Zhejiang (Chekiang) Law University, the Republican Law University in Hangzhou (Hangchow) and the Institute of Law and Commerce of Zhili (Chihli).
In judicial service, he successively was judge of the First District Court of Zhejiang (Chekiang) than he was judge of the High Court of Zhejiang (Chekiang), Jiangsu (Kiangsu), and Henan (Honan). Later Chow Tsu-chen was a procurator of the High Procuratorate of Zhejiang (Chekiang) and chief procurator of the Procuratorate of Ching Hua District in Zhejiang (Chekiang). Some years later he was a judge of the Changsha Local Court and presiding judge of the High Court of Hebei (Hopei) Province, chief judge of the District Court of Tianjin (Tientsin).
