Chang Tung-sung graduated from Department of Philosophy of Imperial University of Japan at Tokyo.
Mr. Chang participated in the First Revolution in 1911 and was appointed secretary of the Ministry of Interior of Nanking Provisional Government. He was an editor of the Righteousness Magazine, in which he denounced the imperial aspirations of an ardent follower of the late scholar Liang Chi-chao Yuan Shih-kai. Following the overthrow of Yuan Shih-kai, Chang Tung-sung was appointed chief secretary of the Senate of the Peking Parliament.
He worked as an editor of the China Times, Shanghai. Mr. Chang served as a president of China National Institute at Woosung, Shanghai. Later he was a dean of the College of Arts of Kwanghwa University, Shanghai. Mr. Chang also worked as a professor of philosophy at Yenching University, Peiping. He was an ardent follower of the late scholar Liang Chi-chao.
