Utako Yoshihito was born in 1917.
He graduated from Law Department of Tokyo University in 1940.
Utako Yoshihito became a diplomatic student secretary of Ministry of Foreign Affairs, assigned in Shanghai. He enlisted in the army in 1940 and became 1st lieutenant in 1944.
After discharge from the army he returned to the ministry and served in several offices in Japan. He was appointed second secretary to the Japanese Embassy in Switzerland in 1952, and first secretary in 1953. He was appointed chief of Sixth Section of Economic Bureau of the ministry (1954).
