He has been studying at Gorky anti-aircraft missile school (1976), the Military Academy of Air Defense named after G.K. Zhukov (1987), the Military Academy of the General Staff of the Armed Forces of the Russian Federation (1998).
Since 1976 Volkovitsky worked as the senior technician – guidance officer, he was Duty Officer from 1979 to 1981, from 1981 to 1984 – the chief of staff – Deputy Head of the radio technical center of the Moscow Military District.
Since 1988 he was deputy commander, since 1991 he worked as commander of the anti-aircraft missile brigade, from 1995 to 1996 he was deputy commander of the air defense corps in the Far Eastern Military District.
In 1998-2000 he was the deputy commander of the Independent Air Force and Air Defense Corps in the Urals Military District.
Since 2000 he worked as the air defense corps commander in the North Caucasus Military District.
Since June 2002 he was the chief of staff – the 1st deputy commander, since May 27, 2006 he occupied the post of the commander of the 5th Air Force and Air Defense Army (Yekaterinburg) – the Ural Air Force and Air Defense Association; a Russian airbase in Kant (Kyrgyzstan) was also in his submission. When changing the leadership of the Air Force on October 10, 2007 he was appointed deputy air force commander in charge of air defense.
On September 21, 2008, he was appointed Chief of the General Staff of the Air Force – 1st Deputy Commander-in-Chief of the Air Force of the Russian Federation.
