Valentin Andreevich graduated from Voronezh gymnasium in 1845 and Saint Petersburg University in 1849.
Valentin Andreevich was an official of the Voronezh provincial government (since October 1849), of the Governor's office (since 1850), a senior official of special assignments at the Governor (since 1852). At the same time, Valentin Andreevich worked as an editor of the newspaper Voronezh provincial journal (October 1849 - February 1855).
In the second half of the 1800s, Valentin Andreevich worked as a clerk of the provincial committee "on the allowance of troops stationed in the southern region" (1855-1857); an official of the Petersburg customs (1857-1858); an official of special assignments under the Department of Foreign Trade of the Ministry of Finance (since 1858); a clerk of the Commission for reconsideration of the customs regulations under the Department of Foreign Trade of the Ministry of Finance (since 1859); an executive of the Nikolaevsk port customs (1862-1864); head of the Arkhangelsk (1864-1870), Taganrog (1870-1872), and Odessa (1872-1874) customs districts; and a state councilor indeed (1871).
Valentin Sredin had two sons, Alexander Valentinovich Sredin and Leonid Valentinovich Sredin.
