Valery Pilipenko was born on May 8, 1943 in Mikhailovka village, Voronezh in the working class family.
He worked as a fitter in Tbilisi in 1960-1962, served in the Soviet Army in 1962-1976. Since 1968 he lived in Tula. He was an expert in the field of labor protection, an employee of the State Pedagogical Institute in 1986-1989. Many of his collections (Tolstoviana, “The Fighting Book”, local history materials and others) were transferred to the museums of the city. On the basis of the Pilipenko collection in Tula, the Yesenin Cultural and Educational Center was opened in 1987. He was a co-chairman of the international Yesenin society "Radunitsa" in 1988.
He was a member of the founding conference of the All-Russian Association of Bibliophiles in Voronezh in January 1990. He initiated the inauguration of the monument to Sergei Alexandrovich Yesenin in Tula in 1995. Pilipenko constantly maintained creative ties with his native village.
