Vladimir Kruglov was born on March 25, 1935 in Gremyachie village, Voronezh region, Russian Federation.
Vladimir Kruglov graduated from Khrenovoye Forestry Technical School and Moscow State Institute of Culture (1965).
When Kruglov worked at Magadan forestry enterprise (1953-1955), he took part in amateur performances. He was a member of Yuzhno-Sakhalinsk Song and Dance Company (1955-1956), sang in Voronezh State Philharmonic Hall (1958-1961), worked in Cultural Centre of Khrenovoye stad farm (1961-1965), ran the choirs of Buturlinovsky district, Vorobyovsky district and Petropavlovsky district, Voronezh region (1965-1973), was head of Cultural Centre in Krasnoselovka village, Petropavlovsky district (1973-1986). Vladimir Fedorovich initiated the movement "Every settlement gets model cultural institution". Since 1986 he was director of Khrenovoye Rural Culture Centre, which musical groups won many regional and all-Russian festivals and contests.
