He was born on 2 February in 1925, in Elets town, Lipetsk region in the family of the worker.

In 1958 Victor studied at The Technical School of the Ministry of Railways in Moscow City, Russian Federation.
In July 1942 Victor Afanas’yev was mobilized to the Red Army.
In 1943 he was sent to the front line.
Till June 1943, Afanas’yev took a position of the commander of the squad, the platoon of the foot reconnaissance, the 609th Infantry Regiment, the 50th Army of the 2nd Belarusian front.
He distinguished himself during the cross of the Neman river.
On July 15, 1944, Afanas’yev together with other 6 fighters crossed Neman near Kovshi village and took hold on its bank. He participated in the battles against German troops during retention of the captured bridgehead. He was injured but continued to fight..
After the war, he was demobilized and returned to Elets.
Since 1958, he worked as the shop foreman at an engineering plant.
He died on March 31, 1982.
In 1949 Victor Afanas’yev became a member of the Communist Party of the Soviet Union.
