He was born on 3 May in 1920 in Borisov town (Minsk region) in the family of the worker.

In 1937 Jevel' studied at flying club in Minsk, Belarus.
From 1939 he studied at Borisoglebskaya pilot school.
Since 1952 he studied at high flight-tactical training.
Till 1938 Jevel' studied in Tashkent and worked as an engineer at the plant.
In 1938, he was mobilized in the Red Army.
In November 1941, he was sent to the front. He fought as a part of Bomber Aviation on the South, Zakavkazsky, Stepney, 2nd and 1st Ukraine fronts.
Till August 1943, Byel'avin committed 53 successful battle fights and bombed several aerodromes, river crossings, etc.
In one of the flights, March 1943, his aircraft was almost hit. He obstructed the plane of the commander, risking his life.
He participated in Berlin offensive operation 1945.
During the war, he committed almost 300 successful battle fights.
After the war, he continued his service in the Air Forces.
In 1972, Guard Colonel J.S. Byel’avin was retired.
He lives in Minsk.
He died on September 10, 1972, and was buried on East cemetery (place 26).
By the Presidium of the Supreme Soviet of the USSR’s Decree, February 4, 1944, Jevel’ Samuilovich was awarded Hero of the Soviet Union title “for exemplary fulfillment of combat missions of the command at the front in the struggle against the German invaders and courage and heroism shown at that time” and received the Gold Star and Order of Lenin.
