Victor received his education at the Asbest Mining College (1976), the Sverdlovsk Mining Institute (1984), the Urals Socio-Political Institute (1992). In 2000, he defended his thesis on "Joint ownership as an economic basis for the formation of corporate control in privatized enterprises."
Since 1976, Victor was an assistant to the excavator driver, a demolisher, a senior laboratory engineer, an engineer-technologist of the Uralasbest combine. From 1983 till 1985 he worked as a secretary of the Komsomol Committee of the Central Mining Department of the Uralasbest Combine.
Since 1985, Victor was the first secretary of the Asbest city committee, from 1987 he became a secretary of the Sverdlovsk Regional Committee of the Komsomol. In 1991-92 he worked as a general director of Alt LLP. Since 1992, he was the head of the department – a deputy chairman of the Property Fund of the Sverdlovsk region, since 1994, he worked as the first deputy chairman of the Sverdlovsk Regional Committee for State Property Management, since the 1st of July, 1996, he was the chairman of the Property Fund of the Sverdlovsk Region.
In 1998 Victor received a qualification certificate of a securities specialist, in 1999 - a certificate of a realtor and an arbitration manager. Since August 2000, he was the head of the Department for Social and Economic Development of the Office of the Plenipotentiary Representative of the President of the Russian Federation in the Urals Federal District. Since April 2001, he became a Deputy Plenipotentiary Representative of the President of the Russian Federation in the Urals Federal District. On October 14th, 2008, he was appointed minister of regional development of the Russian Federation.
On April 28, 2012, Victor was dismissed from his post as Minister of Regional Development and appointed temporarily acting governor of Perm. On February 6, 2017, he applied for the early dissolution of the powers of the governor, and announced that he would not participate in the election of the governor in September 2017. On the same day he was dismissed from the post of Governor of Perm by the Decree of the President of the Russian Federation.
On the 10th of February, 2017, Victor was appointed head of the Federal Service for Transport Supervision by Order of the Government of the Russian Federation.
Victor is married. He has a son and a daughter.
