He was born on October 14, 1937 in Rostov-on-Don. Father - Moroz Vasily Kirillovich (born in 1907). Mother - Moroz Alexandra Ivanovna (born in 1910).
In 1955 after the graduation from the Rostov high school with a silver medal Victor Vasilievich entered the S.M. Kirov Military Medical Academy in Leningrad, which he successfully graduated in 1961.
After graduation, Viktor Vasilievich was sent to the Trans-Baikal Military District. In 1965, he took part in a clinical internship at the Department of Hospital Surgery at the Moscow Medical Academy. V.V. Moroz had to present his thesis "The volume of circulating blood and its components in surgical lung diseases and their surgical treatment" much later in 1969 due to his moving to Moscow in 1967 to work in the Burdenko Main Military Clinical Hospital.
In this clinical establishment Viktor Vasilievich worked until 1996 at various posts – as a senior attending physician in the anesthesiology department, the head of the ancillary circulation, artificial oxygenation and detoxification laboratory and the head of the intensive care department. It was in Burdenko Main Military Clinical Hospital where his outstanding abilities as a doctor and scientist were revealed. In 1994, he presented his doctoral dissertation on "Ways to correct hypoxia in critical conditions." In 1995 he was elected a Professor of the Anesthesiology and Reanimatology Department in the Sechenov Moscow State University, in 1996 he was awarded the title of full professor. In the same year, 1996, upon the initiative of RAMS Academy Fellow Negovsky he was elected the Head of the Research Institute of General Reanimatology in the Russian Science Academy (RSA).
In 2004, he founded the journal "General Reanimatology". In March 2000 he was elected a corresponding member of the Russian Academy of Medical Sciences and a member of the Bureau of the Biomedical Sciences Department. He is an Academy fellow and a member of the presidium of the Medical and Technical Sciences Academy of Russia. For many years V.V. Moroz has worked in the presidium of the All-Soviet-Union, All-Russian Society of Anaesthesiologists and Reanimatologists, the Federation of Anaesthesiologists and Reanimatologists of Russia, a board member of the Moscow Scientific Society of Anaesthesiologists and Reanimatologists (MNOAR) and currently remains an honorary member of all these societies. In 1987, on an alternative basis, MNOGAR elected him the first chairperson of the MNOAR (before that, the MNOGAR special board elected the chairman), where spent more than 8 years. Viktor Vasilievich is the Chairman of the Academic Council institute and the dissertational council for doctoral and master's theses on anesthesiology, resuscitation and pathophysiology. He also presides over task groups on "Extreme and terminal states" and "Hypoxia of critical states". V.V. Moroz is a member of the Higher Attestation Commission of Russia, the Pharmacological Committee of the Russian Federation Ministry of Health, the editorial boards of the journals "Anesthesiology and Reanimatology", "Intensive Care Bulletin", "Resuscitation, intensive care, anesthesiology", "Bulletin of Blood Supply Service of Russia", "Current issues of intensive care", international journal «Neurosciences: theoretical and clinical aspects» (Ukraine), «Medicine of critical states», «Critical medicine» (Georgia).
In 1993 V.V. Moroz was acknowledged an Honored Doctor of the Russian Federation. Throughout his career he was awarded 11 medals and the "Honorable Health" badge.

He is fond of music, literature, painting and nature. He attended the Rimsky-Korsakov music school in Rostov-on-Don and learned to play trumped. After that he played for several years in the Leningrad Philharmonic Orchestra. Currently he lives and works in Moscow.
