Victor Okhinko was born on July 23, 1938, in Syrdarya village, Syrdarya region, Uzbekistan.
He graduated from the Voronezh Forestry Institute in 1971.
He danced in the Voronezh amateur dance group (House of Culture of the Mostozavod, House of Culture named after Kirov, songs and dances of the district House of Officers).
He was the head and choreographer of the dance ensemble of the House of Culture of the Mostozavod (1960-1968), the Kirov House of Culture (1968-1970), the Raduga dance ensemble of the Voronezh State Medical Institute (1967-1970), the Voronezh Forestry Institute's dance ensemble (1977-1988), creator and head of the faculty of public professions (since 1977, Voronezh Forestry Institute).
He is the producer of such dances as "Letite, golubi, letite", "Russkaya plyaska", "Kadril Gusinovskoi slobody", "Na zakate hodit paren", "Russkoe pole", and others.
He is the author of "Stanovlenie lichnosti" (Tyumen, 1999, together with L.G. Saphonov and V.N. Kiselev), "Gosudarstvennomu academicheskomu Voronezhskomu russkomu narodnomu horu – 60 let" (Voronezh, 2003).
