From 1939 to 1942, Viktor Mikhailovich Polyakov studied at the Literary department of the Voronezh State Pedagogical Institute (currently: the Voronezh State Pedagogical University). In 1953 he graduated from the All-Union Correspondence Institute of Law (currently: Kutafin Moscow State Law University).
From 1942 to 1954, Viktor Mikhailovich Polyakov worked in the railway police in Voronezh, Stalingrad, Balashov (Saratov region), Odessa and Rivne. From 1958 to 1963, he was an editor at the Voronezh Regional Committee on Television and Radio Broadcasting. From 1963 to 1969, he was an editor at a multi-copy newspaper of the Voronezh Polytechnic Institute. From 1970 to 1981, he was the editor of the South-Eastern department of the publishing house "Transport".
His first poems were published in the newspaper "Molodoy Communar" before the Second World War. His works were also published in collective collections, magazines: "Novy Mir", "Znamya", "Podym", and "Literaturnaya Gazeta". His written works include: "I have a dream" (Voronezh, 1962); "The trail" (Voronezh, 1967); "Returns" (Voronezh, 1982); "The Watchman" (Voronezh, 1992).
In 1982, Viktor Mikhailovich Polyakov became a member of the Soviet Writers Union.
