Viktor Shatalin was born on November 15, 1926 in Zemliany Khutory, Saratov Governorate, Soviet Union (present-day Saratov oblast, Russian Federation).
In 1939, Shatalin enrolled at Leningrad Art School. After the World War II, in 1945, Victor attended Shevchenko State Art School.
During the period from 1947 to 1953, he studied at the National Academy of Visual Arts and Architecture in Kiev under the guidance of K. Trokhimenko, M. A. Sharonov and others.
In 1941, at the age of 15, Shatalin joined the army, as a member of the first Ukrainian Front.
In 1953, his first exhibition was held in Kiev.
During the period from 1960 to 1970, he worked on the paintings, dedicated to the historical sites and landscapes of the Russian North (Rostov, Novgorod, Pskov, Suzdal and others), and carried out a large number of lyrical sketches.
Since 1966, Viktor Shatalin taught at the National Academy of Art and Architecture. Ten years later, in 1976, he was promoted to the post of a professor, a position he held until his death in 2003.
During his lifetime, the painter participated in numerous art exhibitions.
Shatalin was known primarily for his thematic canvases, portraits and landscapes. His works are kept in permanent collections of all major Ukrainian museums. His most famous painting, entitled "Across the Valley and Hills", is kept at the State Tretyakov Gallery in Moscow.
Some of Shatalin's works are also kept in numerous major collections in Russia, Italy, Great Britain, France, China and the United States.
The painter attained numerous awards, including Order of the Badge of Honour in 1960, Shevchenko National Prize in 1984, Order of the Patriotic War in 1985 and others.
