Viktor Ivanovich graduated from a separate military faculty of communications at the Moscow Institute of Communications Engineers (1942). In 1948-1952 he was an adjunct of the Artillery Radio Engineering Academy (Kharkov).
Since 1952, Viktor Ivanovich was the head of the department of radar, long-range detection and guidance, since 1954, deputy head of the Academy there. Since 1963, Hhead of the Research Institute of the Testing Center of the Ministry of defense of the USSR № 21 (Voronezh). Since 1985, he was the chief researcher of the Voronezh Research Institute of Communications (Concern "Sozvezdie"), at the same time head of the branch of the Department of Radiophysics of the Voronezh State University.
Author of over 110 works, including books: "System Design of Radio Communication" (Voronezh, 1992. part 1-3); "Radio communication in electronic warfare" (Voronezh, 2002).
