Viktor Ivanovich graduated from the directing department of the Voronezh Regional Cultural and Educational School in 1967 and Moscow State Institute of Culture in 1972.
Viktor Ivanovich worked in the Bobrov District House of Culture as artistic director from 1965 to 1967 and director from 1967 to 1968. From 1968 to 1978 he directed the Bobrov Folk Theater, which became the winner of many regional, all-Russian art amateur festivals. Viktor Ivanovich was a director of the Voronezh House of Culture and Engineering from 1978 to 1985 and from 1989 to 1993. Directed the puppet theater "Shut" from 1985 to 1989. Since 1993 Viktor Ivanovich worked as a general director of the Dzerzhinsky sanatorium. He participated in many scientific and practical conferences on the problems of sanatorium and resort services.
