Viktor Petrovich Hertsen was born on May 17, 1940 in the city of Zaporozhye of the Ukrainian SSR (hnow Ukraine).
In 1957 Viktor Petrovich Hertsen graduated from the secondary school with a silver medal, and in 1962 - from the Chelyabinsk Polytechnic Institute, majoring in "aircrafts".
In 1985 Viktor Petrovich graduated with honors from the Inter Republican express school of the Association of the NVHO FIZLI-3 of the Ukrainian SSR in the newest areas of bioenergetics and medicine: bioenergetics, auto-electrodiagnostics, and auto-electrotherapy. The following year he graduated with honors from the full course of training and advanced training of workers of the pulp and paper mill of the Central Statistical Administration of the RSFSR under the Central Statistical Administration of the USSR, and a year later, in 1987 - the full course of the International Medical Engineering Association "ARTIK" of theoretical and practical training on the latest adaptation services regulation and directed activation of the body's reserves of SCENAR-Therapy and SCENAR-Expertise.
In 1993, Hertsen completed a full course of studies at the Russian-American International Training Center "Intercollege", specializing in therapy.
From 1962 to 1975 worked at the Votkinsk machine-building plant of the Udmurt Autonomous Soviet Socialist Republic, for the Ministry of Defense of the USSR, where he moved from a rank-and-file engineer to a leading designer, the head of the bureau. In the years 1975-1976 worked as the chief designer of the project of the special technological NGO "Kholodmash" of the Ministry of Chemical Engineering of the USSR, then as the head of the design group of the All-Union Scientific Research Institute of Television (1976-1977), the head of the sector of the special design bureau "Mosstroy" of the Main Directorate for Housing and Civil Construction of Moscow (1978 -1979), leading specialist of the All-Union Research Institute of Standardization on the problem of ensuring labor safety under the State Committee for Standardization (1980), teacher of the All-Union Correspondence Technical School under the Ministry of Communication of the USSR (1980- 1985).
From 1986 to 1988 Viktor Petrovich was occupying engineering positions of the service department of the All-Union Research Institute of Medical Polymers of the Ministry of Medical Industry of the USSR.
From October of 1988 to 1991 was the head instructor of pre-professional training for specialists in aircrafts in secondary schools under the Ministry of Public Education in Moscow.
Currently, Viktor Hertsen ascends as the general director and chief physician at the individual private medical enterprise "Monada", created by him in 1993.
Viktor Petrovich is a religious person.
Since 1995 Viktor Petrovich is a member of the Association of Multiple Sclerosis in St. Petersburg, being a methodologist-valeologist. During the years 1994-1997 he regularly took part in the International Congresses on Multiple Sclerosis, Oncology and AIDS.
