In 1951 Viktor Prokofiev graduated from the Voronezh male secondary school № 35th, Baku Naval School in 1952. In 1962 he graduated from the Crimean Art School (Simferopol) and department of Arts of the All-Union State Institute of Cinematography in 1968.
As a student Viktor Vasilyevich began to cooperate with the Voronezh Central Black Earth Publishing House. He was an assistant and production designer at Mosfilm Studios (1970-1975). Since 1969 he simultaneously filled the orders of the Publishing House "Young Guard", and until 1992 in the magazine "Young Naturalist" he placed more than 1,200 drawings. Since 1971 he was the participant of regional, all-Union, foreign exhibitions.
The works of Prokofiev based on the Old Norse sagas were demonstrated in Iceland (1979-1980). Viktor Vasilyevich actively collaborated with the cultural and educational center "Bulgakov House" (Moscow) and the A.S. Grin Museum (city of Feodosia, Crimea). Since 1997 he illustrated books of the Moscow publishing house "RIPOL-classic". The Central Black Earth Publishing House released about 15 books in the Prokofiev’s design (1965-1970), including works by E.I. Pashnev: "The Lame Dog" (1965), "Thirteen Months of the Year" (1967; reprinted in 1983), "The Adventures of an Acorn Man" (1968). He held drawing, painting and composition classes with applicants of art schools and universities.
