Commissioned Second lieutenant, Field Artillery, United States Army, 1911, and advanced through the grades to brigadier general (temporary), October 31, 1941. Served as major, American Expeditionary Force, World War I. Italian campaign, 1943-1944.

European Advisory Committee, 1944-1945. Allied Control Council, Berlin, 1945. Retired as brigadier general, December 31, 1945.

Deputy chief operations, U.N.R.R.A., Germany, 1946-1947. Special commissioner International Refugee Organisation, for Venezuela, Colombia, Ecuador, Peru, Bolivia, Chile, 1947. Chief mission Venezuela for International Refugee Organisation, 1947-1950.
