Vladimir Petrovich participated in the revolutionary movement from the early 1890s. He led popular propaganda in Voronezh. He was one of the initiators of the foundation of the "New People’s Group" in St. Petersburg. In 1897 Vladimir Petrovich was arrested and exiled to Eastern Siberia.
In 1898 Vladimir Petrovich fled abroad, where he joined the "Union of Russian Social Democrats" and became one of its leaders. He was one of the editors of "The Workers' Cause" magazine (Geneva).
Vladimir Petrovich was a delegate of the II-nd Congress of the Russian Social-Democratic Labor Party (1903). He belonged to the Mensheviks, shared the views of economists. In February 1905 he returned to Russia and became a member of the Saint Petersburg Soviet of Workers' Delegates (1905).
Vladimir Petrovich took part in the creation of trade unions. From 1907 he withdrew from the revolutionary movement, became an active participant in cooperative organizations. In 1911 he was sentenced to 1 year in prison for the book "Builders of the Future" (St. Petersburg, 1908). He fled abroad, returned after amnesty in 1913.
