He graduated from Technical School of Statistics in the city of Jambyl in 1948 and Moscow Theological seminary in 1952. He finished Leningrad Theological Academy in 1958.
Vladimir Savvich Kotlyarov was a cleric of Nikolsk Cathedral in the city of Alma-Ata from 1952 to 1953. Teacher at Leningrad Theological Academy and Theological seminary from 1958 to 1962.
In 1962 took monastic vows. He was a representative of Moscow Patriarchy at the World Council of Churches in Geneva with a title of bishop of Zvenigorodsk, vicar of Moscow eparchy from 1962 to 1964, bishop of Voronezh and Lipetsk from 1964 to 1965, bishop of Podolsk, vicar of Moscow eparchy from 1965 to 1966, Kirovsk and Sloboda from 1966 to 1967. He was an archbishop of Berlin and Middle Europe from 1967 to 1969, Rostov and Novocherkassk from 1970 to 1973, Irkutsk and Chita from 1973 to 1975, Vladimir and Suzdal from 1975 to 1980, Krasnodar and Kuban from 1980 to 1987, Pskov and Porkhov from 1987 to 1993; metropolitan of Rostov and Novocherkassk from 1993 to 1995, Saint Petersburg and Ladoga (since 1995).
