In 1973, Vladimir Umarovich graduated from the Faculty of History, and in 1982 from the Law Faculty of Voronezh State University.
In 1975-1979, Vladimir Umarovich Hatuaev worked as an employee of the department of private security at the Department of Internal Affairs of the Voronezh region. In 1979-1992 he was the head of the educational department of the Voronezh Secondary Special Police School of the Ministry of Internal Affairs of the USSR. In 1992-2002, Vladimir Umarovich worked as deputy head of the Voronezh Institute of the Ministry of Internal Affairs of the Russian Federation, in 2002 he became head of the Department of State Building and Law of the Voronezh Branch of the Russian Academy of Public Administration under the President of the Russian Federation.
