Kolenko Vladimir Zakharievich was born in 1852, Khotyn district, Bessarabian province (now Khotyn, Chernivets'ka Oblast', Ukraine). From hereditary nobles of the Bessarabian province.
He graduated from the Alexander Lyceum (1872).
In 1872 he entered the service of a supernumerary officer in the office of the Committee of Ministers. Three years later he was appointed senior assistant to the forwarder of this office. In 1878, he was granted the rank of a chamber-cadet, counted among the Ministry of the Interior, leaving his post and seconded to the St. Petersburg Governor, to familiarize himself with the affairs of the provincial government.
In 1881, he was appointed Plotsky Vice-Governor, and in 1883 the Chairman of the Commission formed by agreement of the Governor-General with the Minister of Finance from representatives from the departments of internal affairs, finance and justice, with the participation of technicians to clarify the issue of abuses during the construction of the district court building and the government Chambers in Plock.
In 1886, he was appointed the correcting post of the Irkutsk Governor, and in 1889 he was appointed the Yakutsk Governor with production to full state councilors. In 1892 he was granted the title of chamberlain and in the same year he was promoted to the post of Vologda governor. In 1894, he was appointed Voronezh Governor.
