In 1952 Vyacheslav Pavlovich graduated from the historical and philological faculty of Voronezh State University.
In 1946 Vyacheslav Pavlovich became the first secretary of the Zemlyansky district committee of the All-Union Leninist Communist Youth Union. In 1948 he was appointed head of the propaganda and agitation department of the Zemlyansky district party committee. Since 1950, Vyacheslav Pavlovich worked in the apparatus of the Voronezh Regional Committee of the CPSU. From October 1969 till March 1988 - Deputy Minister of Higher and Secondary Special Education of the RSFSR. Later Vyacheslav Pavlovich took part in the work of the All-Russian Council of Veterans.
