He was born at Newton Park, near Dublin, Mar. 28, 1838.
He was educated at Kingstown, Armagh, at Cheltenham College, and at Trinity College, Dublin, where he graduated BA in 1859 and MA in 1863.
Although his first books were unsuccessful he was determined to follow a literary career. His History of the Rise and Influence of the Spirit of Rationalism in Europe (2 vols. , 1865) placed him at once among the leading authors of the day, a success which was repeated by his History of European Morals from Augustus to Charlemagne (2 vols. , 1869). Lecky's greatest work, however, was The History of England in the Eighteenth Century (8 vols. , 1878 - 1890), which is sound in judgment and scrupulously impartial. From 1895 to 1902 Lecky represented Dublin University in the House of Commons. In 1903 he published a revised and more successful edition of his earliest work, Leaders of Public Opinion in Ireland (first ed. , 1861).

A critic of the methods by which the Act of Union was passed, Lecky, who grew up as a moderate Liberal, was opposed to Gladstone's policy of Home Rule.
Lecky was elected a member of the American Antiquarian Society in 1891.
He was married in 1871 to Elizabeth, baroness de Dedem, daughter of baron de Dedem, a general in the Dutch service, but had no children. Elizabeth was herself an historian.
