Mak was born on April 19, 1965 in Hong Kong; the son of Woon Kwong and Maryann Kwok-Ching Mak.
Mak received a Doctor of Medicine degree from the University of Liverpool in 1989. Eight years later he was given a Master of Business Administration degree in Health Services Management from the University of Hull.
Mak began his career as a house officer at Warrington District General Hospital in London in 1989 and held it for a year. In 1993, he became a medical officer of medicine department at Queen Mary and Tung Wah Hospitals in Hong Kong, where he worked until 2001.
In 1998, Windsor was a visiting fellow of clinical neurophysiology department at National Hospital for Neurology and Neurosurgery in London and held the position for a year.
Since 2001 he has been an associate consultant of medicine department at Queen Mary Hospital in Hong Kong and an honorary clinical assistant professor in medicine faculty at the University of Hong Kong.
Mak is a member of Hong Kong Academy of Medicine, Hong Kong College of Physicians, Royal College of Physicians, Hong Kong Neurological Society.
On May 3, 1992 Windsor Mak married Isabella Ah Yeung. They have 2 children.
