Yasunori Takenouchi was born in 1806.
While young was appointed accounting inspector. He was placed in charge of the construction of the seaside battery on Tokyo Bay, building of large-sized ships and manufacture of artillery (1853).
Yasunori Takenouchi was made magistrate of Hakodate and led the guarding and colonization of the island of Hokkaido (1854). Became Kanjo-bugyo (magistrate of accounting) and Gaikoku-bugyo (magistrate of foreign affairs) (1861).
As senior envoy of the 1st Japanese delegation to Europe visited England, France, Germany and Russia (1861-1862). Became town magistrate of Osaka (1864).
