He was originally Lord of Tsushima Island. During the Kowa Era (1099-1103) was ordered into exile to Oki Island, but instead of complying with this attacked and killed the deputy governor of Izumo (Shimane Prefecture) and took over the district. He was later killed by Masamori Taira.
