Yoshishizu Fukuha was born in 1831.
He studied Japanese classics under Takamasa Okuni in Kyoto and aerved Emperor Komei.
After the Meiji Restoration (1868), he served in the Imperial Government. Was appointed senior secretary in charge of shrines (1871) and then became lecturer to Emperor Meiji. Participated in the drafting of the IV Constitution. Was nominated a member of the House of Peers.
In 1875, he was made a member of the Government Council.
