Yoshitoshi Shiba was shugo (Shogunate governor) of Echizen (Fukui Prefecture), Owari (Aichi Prefecture) and Totomi (Shizuoka Prefecture) provinces. He filed a suit with the Shogunate against Tsuneharu Kai, a chief retainer of his who sought to usurp his power. The Shogunate judged in favor of Kai. Soon Shigeuji Ashikaga, who was known as Koga Kubo (Kubo means Shogun), and Masatomo Ashikaga, known as Horikoshi Kubo, started fighting in the Kanto. Shogun Yoshimasa ordered Yoshitoshi to assist Masatomo. Pretending to execute the Shogun's order, Yoshitomo carried out a campaign against Kai, his chief retainer, but failed. He then fled to Suo Province (Yamaguchi Prefecture) in 1459 and was protected there by Yoshitaka Ouchi.
Thereupon the Shogunate ordered Yoshikado Shibukawa to head the Shiba family. In 463, Yoshitoshi was pardoned and was reinstated in the Shiba family and feuded with Yoshikado. Their feud was one factor which led to the Onin Civil War. In that war, Katsumoto Hosokawa supported Yoshitoshi and Mochitoyo Yamana sided with Yoshikado Yoshitoshi often sent good-will envoys to Korea.
