Attached to the secretariat of the House of Peers and Senate, he studied administrative systems in the past. Was professor at the Peers' School and then at the Tokyo Higher Normal School and his alma mater. Was a member of the Imperial Academy. In his late years, he completed the compilation of a biography of Yoshinobu Tokugawa, the last Tokugawa Shogun.
