He graduated from the Beijing Military Institute in 1916.
Mr. Hsu served as a regimental commander under General Sun Yu-hsin in 1921. He was a commander of the r First Brigade of the Shanxi Army from 1924. In 1923 Hsu Yung-chang was appointed commander of the First Division of the Shenai Army and concurrently garrison commander of western Shernal. He was promoted commander of the 3rd Army in 1926.
Hsu Yung-chang participated In the Nankow Battle during the war between the Guominjun under General Feng Yu-hsiang and the Fengtian Army under the late General Chang Tao-lin when the Guominjun retreated, his Army entered Shanxi through Shaanxi and was ordered to be stationed in Dongyang and Yuchi in Shanxi.
During the Northern Punitive Expedition, Mr. Hsu was appointed commander of the 12th Revolutionary Army and concurrently field-commander of the Eastern Route Army of the Northern Revolutionary Forces. He became a chairman of the Suiyuan Provincial Government in 1928. In 1929 his Army was transferred to Hebei. The following year he was appointed garrison commander of Shanxi and Suiyuan. Since 1931 Mr. Hsu was a chairman of the Shanxi Provincial Government.
