Chou Yung-nung received his early education at the Jiangxi (Kiangsi) Military Institute and later at the National Peking University, Peking (Beijing). Also he pursued advanced study on municipal government in the University of Chicago.
In the United States, Mr. Chou served as chief representative of the Kuomintang Party stationed there and in Cuba. Than he served as secretary to Dr. Sun Yat-sen after returning to China and later as Commander of the First Brigade in the Generalissimo's Headquarters at Canton.
Chou Yung-nung was a Commander of Jiangxi (Kiangsi) Defense Army and secretary and concurrently chief, Secretariat Division, Commander-in-Chief's Headquarters during the 1926 Northern Punitive Expedition.
He was a Superintendent of Customs at Jiujiang (Kiukiang) and concurrently Special Commissioner of Foreign Affairs of Jiangxi (Kiangsi), taking charge of the affairs in connection with the retrocession of the former British Concession at Jiujiang (Kiukiang) and later was successively appointed member of the Jiangxi (Kiangsi) Provincial Government and concurrently Commissioner of Finance.
Also Mr. Chou was a Director of the Bureau of Finance of the Special Municipial Government of Nanking member of the Anhui (Anhwei) Provincial Government and concurrently Commissioner of Finance and Secretary-General of the City Government of Greater Shanghai.
Chou Yung-nung held the post of a Director of the Department of Research and Investigation of the Peking Political Council under the Exective Yuan. He was an author of several books on local government.
