In 1917 Chow Pei-cheng was a director of the Bureau of government properties of Zhejiang. In 1919 he organized the Chartered Stock and Produce Exchange in Shanghai and in 1920 he was a member of the board of directors of the Chinese General Chamber of Commerce, Shanghai. In 1923 Mr. Chow was appointed vice-president of the board of finance of the Kuomintang party and in 1929 appointed director of the Government Mint of Zhejiang in Hangzhou, which position he held until the beginning of 1935.
