In 1978 he graduated from the Khabarovsk faculty of the All-Union Correspondence Institute of Law on a speciality “Jurisprudence”.
From 1973 to May 1974, he worked as student of lathe operator, lathe operator in Degtyarka branch office of the factory “Uralkhimmash”. Between 1974-1982 he served in the frontier troops of KGB of the USSR in the Jewish Autonomous region and Khabarovsk Krai.
Since February 1982, he was a trainee, senior investigator of Bikin City Prosecutor's office, since 1985, he was Bikin Prosecutor of Khabarovsk krai, Amur City Prosecutor of Khabarovsk krai. Since 1992 the Deputy Prosecutor of the Khabarovsk krai, since April 1998, he was the Deputy Head of International Law Department of the Prosecutor General of the Russian Federation.
Since December 1999, he was the head of department of the Ministry of Justice of the Russian Federation in the Khabarovsk region, since August 2000, he was the Head of the Main Directorate of the Ministry of Justice of the Russian Federation in the Far East.
On 3 February 2005 he joined the "United Russia" and the next day he was appointed Secretary of the Khabarovsk political Council of the United Russia. On July 2006 he was appointed Deputy Prosecutor General of the Russian Federation on Far East Federal district.
