He graduated from the Ushinsky Yaroslavl State Teachers Training Institute (1984) as a teacher, the Russian Academy of Civil Service under the President of the Russian Federation (1998) with a degree in State and Municipal Administration. Gertsy presented a thesis “Social dynamics of employment at the stage of market reforms”.
Since 1993, Gertsy had been leading, main specialist, deputy chief, and chief of the Labour and Employment Department of the South-East Administrative District of the Moscow Government's Committee for Labour and Employment. In 2001, Gertsy was appointed Head of the Social Development Department in the Moscow Government's Central Administrative District prefecture. Since 2001, he had been Head of the Employment Department of the Ministry of Labour and Social Development of the Russian Federation. Since May 2004, he had been Deputy Head of the Federal Service for Labour and Employment. On July 21, 2008, Gertsy was appointed Head of the Federal Service for Labour and Employment of the Russian Federation.
