1899 arrested for revol work at Kazan’ industry enterprises. Worked as public health dr in Simbirsk and Saratov Zemstvos. 1909 re-arrested for underground Party work and exiled to Ust’-Sysol’sk.
While in exile engaged in journalism. 1912 completed term of exile and moved to Moscow, where he worked for the Board of the Pirogov Social of Russian Physicians. Company-ed, journal “Obshchestvennyy vrach”.
Editor, journal “Vrachebnaya zhizn’”. Secretary, Anti-Tuberculosis League. Played active part in 1917 October Revol in Moscow.
1918 appointed medical director, People's Commissariat of Internal Affairs and member, Council of Physicians’ Collegia. 1918-1928 Deputy People's Commissar of Health. Head, Department of Civil Medical, from 1920 head, Main Military Health Board.
Company-founder and head, Russian Red Cross Social. Specialized in child health care. 1925 sponsored foundation of “Artek” Pioneer Camp-Sanatorium in the Crimea.
From 1923 professor, Chair of Social Hygiene, Medical Faculty, 2nd Moscow University. Made major contributions to development of Soviet health service, particularly outpatient treatment, organisation of military health facilities, et cetera Opposed “eugenic” theories in medical.
