Akamatsu Norisuke was born in Japan. He was the third son of Norimura Akamatsu.
He was originally a priest in the Enryakuji Temple before he and his father joined Takauji Ashikaga in the latter revolt against the South Dynasty. During this war he was in turn Governor of Harima, Bizen and Mimasaka (Hyogo, Okayama Prefectures). Later he changed fronts and swore fealty to Emperor Godaigo, but again changed over to battle against the South Dynasty.
